MTCTE (Mandatory Testing & Certification Of Telecommunication Equipment)

The Indian Telegraph (Amendment) Rules, 2017, provides that every telecom equipment must undergo mandatory testing and certification before its sell or import. The detailed procedure for Mandatory Testing and Certification of Telecom Equipment (MTCTE) is given in MTCTE procedure document. The testing is to be carried out by TEC designated labs and based upon their test/reports; certificate shall be issued by TEC. This portal is developed for online administration of Mandatory Testing and Certification of Telecom Equipment (MTCTE) processes.

 Telecommunication Engineering Center

TEC is the abbreviation for Telecommunication Engineering Center. TEC of is the responsible Indian authority when it comes to certification for Telecommunications products. From 1991 to 2019, TEC certification could be achieved as a voluntary product registration. In 2019 the authority then published announcement No. 10-1/2017-IT/TEC/ER, declaring that 2019 the MTCTE regulations will be rolled out step by step, similar to what happened with the AIS/TAC certification standards. MTCTE stands for Mandatory Testing Certification of Telecommunication Equipment.


The responsibilities of the TEC include the following areas:

  1. Issuing general requirements (GR), interface requirements (IR), service requirements (SR) and standards for telecommunications products and services.
  2. Field evaluation of products and systems.
  3. National basic plans.
  4. Support of DoT in technological questions.
  5. Testing and certification of telecommunication products.

A detailed description of the certification process can be found on our TEC certification process page, but basically the process includes the following steps:

1. Registration of data on the Authorized Indian Representative (AIR) and English.
language documents with the authorities.
2. Testing of the products.
3. Issue of certificates.
4. Marking with the TEC logo.

Sometimes the authority also accepts foreign test reports, but usually the tests must be carried out in laboratories in India.

TEC certification is mandatory for various products in the telecommunications sector. These include, for example:

  1.  Transmission Equipment
  2.  ONU
  3.  OLTE
  4.  modems
  5.  Cordless phones
  6.  DSL equipment
  7.  smart watches
  8.  Routers
  9.  Communication devices using microwaves
  10.  LOT Gateway

Products like amateur radios, test instruments, single modules or passive components are available from the TEC obligation. Other products such as sensors, multifunction printers, laptops with Wifi or even refrigerators with Wifi are currently still excluded, but may be added at a later stage.
